I can rotate the screen from horizontal to vertical without removing from the wall. There's two small locking screws that you get at on the underside, with a 2 foot long 'nut driver' like thing. Remove the two screws, swing the monitor around, and then lock it back down.
I suppose you could operate without the screws, but you would probably find that the monitor might get easily tilted a bit.
It works. I've only swung it once, and that was to get better access to the bottom to attach cables. (My panel is mounted rather low)
