For several years now, I have had a HTPC hooked to my television. Lately, I've noticed the picture becoming worse. Several weeks ago, I decided to reinstall Windows 7 and start over because of the picture and several other issues with the setup.

Before reinstalling Windows, I temporally hooked my antenna directly to my television and immediately noticed that the picture was much improved. The HTPC has an I5 CPU and an MSI motherboard so I didn't skimp on components. I'm depending on Intel's graphics which has been highly rated so I have no graphics card.

I've gone through all the settings and I'm using a high quality HDMI cable coming directly from the computer to the television. Does anyone have any ideas about what could be causing the picture to be degraded?

Mismatching color space. Intel iGPU typically force output limited range RGB via HDMI. Make sure your TV is set to accept limited range RGB, not full range RGB. Otherwise, you will see washed out pictures.
