There are a lot of connection issues with Gears. I didn't have any problems getting into other games online, but Gears was different. I'd try to accept game invites and I'd get the 'unable to connect to host' error message. I tried hosting a game and the people I'd invited got the 'unable to connect to host' message. I called XBL about it and they said they are aware of issues and that they're going to be addressing it this week.
Anyhow, go to the System Blade on your 360 and test XBL connections. The last test is the NAT. If your NAT is set to Strict or Moderate, that seems to be one of the main issues for connection problems with Gears. You need your NAT to read Open. All of the 360s that are trying to get online with Gears should have the NAT set to Open.
Mine was set to moderate and I had to go into my router and enable UPNP and then create a static IP address for my Xbox and enter that static address into the DMZ on my router. Once I did that, my NAT went to Open. I didn't really have any problems getting into games last night.
