I’ve had a Radeon based HTPC for some years now. However I’ve become interested in the new generation of progressive scan players, which I know nothing about – hence this post. Are there affordable progressive scan players that can compete with HTPC quality at say 720 x 480 or 1080 x 480 resolution and produce an image free of motion judder? Also curious if any can be set to output a 48 Hz frame rate (and / or scale to 720 horizontal lines for non anamorphic NTSC DVD’s). I am considering moving from a CRT projector to (the fixed pixel resolution) of DLP or possibly Plasma, which I guess complicates things.

No, Progressive scan DVD players output 60frame/sec mode only - from a 24fps source it will alternate 2 repeated frames, then 3 repeated frames. None support a 48fps or 72fps output rate to eliminate judder.
