In my case (fixing/replacing a controller), they needed a copy of my sales receipt. I seriously doubt they'll honor the regular 1-year warranty without it. I suppose you could try calling Sony anyway, though; can't hurt.
Otherwise, repair through Sony could easily cost you at least a couple hundred bucks. Add in shipping costs, you're looking at the price of a new console. Unless you know someone who knows how to fix a PS3 themselves, I'd say cut your losses now before it gets stupidly expensive. You'll only be out $50. Otherwise, you may as well buy yourself a new PS3 at the price you'll be spending to get it running.
As far as 3rd party repair options go, I don't know of any trustworthy ones. Sony's about it for repairs.
