I'm new to this stuff so forgive me. I also did a search on "clear qam" here and got two results, neither of which answered my question.

I have been looking at the acclaimed LST-4200A STB for some free OTA HD. I see how it will tune the clear QAM signals that the cable providers have to transmit.

So here's the question: Do I have to subscribe to cable TV in any capacity to LEGALLY receive and watch the clear QAM signals, or am I allowed to use the clear QAM signal as long as my house is hooked to the feed?

I'm not trying to be dodgy here, I just refuse to pay Comcast $42 a month for their basic package.

Yes, you have to subscribe to cable. However, the unencrypted QAM channels should be included in the $14.00 'Basic' or 'Lifeline' service.
