For HDTV, the 65H82 only has component video input.
For HDTV, the DTC-100 only has RGBHV output.
To use these together for HDTV, you will need the RGBHV to component video transcoder. RCA makes one that goes for $130 list price, I've seen them on eBay for $50.
You can always not use a transcoder and just watch analog TV (S-Video, composite video, RF) but after making the HDTV & STB investment, that doesn't make any sense.
