You won't find any receiver with HDMI 1.3 yet, but there are some options with your other requirements. Check out the following:
Denon AVR-2807/AVR-987
Pioneer Elite vsx-81txv/vsx-82txs
Yamaha RX-V1700/HTR-6090
You will also need a player capable of decoding the HD lossless audio formats.
