This is a Element ELCHS321 LCD HDTV. Sometimes it does this right away, but usually it take about 10-15 minutes. Turning it on and back off doesn't fix it, but letting it sit for I would say about and hour I can turn it back on and this isn't happening. When the video gets done uploading I will post it here. I have checked the internet for parts, and all are under $90 so its a good fix if I know which board needs to be replaced.

is this on any input or is this only on hdmi inputs? i notice a much less pronounced issue similar to this at least once a month doing installs. some tv's it is only an hdmi issue others it is found on any input.

Any input, and if I were to turn off/back on the tv the logo and the begining has a black background and its all red. If I let it sit for a hour I can turn it on as a normal tv but then randomly in the 10-15 minute range it just pops up red dots everywhere!

if you are out of warranty, i would open it up, check for any missing heat sinks (should find the heat sink inside and residue will be on the component it fell off)
