So I currently have an HTPC and will be upgrading my display soon (budget is around US$1000 at the moment).

I've done a bit of searching around but I can't find a definite answer to this:

Are there any plasmas that currently support full 4:4:4 chroma through HDMI? If not, what about plasmas that support it through DVI input?

RGB by default is 4:4:4, meaning it's not compressed like YCbCr 4:2:2 (or on-disc 4:2:0). All plasmas should be able to take RGB or YCbCr 4:4:4 as input, but it seems not all can fully resolve it given some of the tests that have been done somewhat recently.

DVI is spec'd for RGB only.

No, I don't know. One possible issue can be tested by using some of the test patterns on the Spears and Munsil BD test disc. You can using some of the RGB clipping patterns to help determine which input color space to use. And there's possibly another issue that I don't recall accurately. It's either chroma resolution or just complete resolution of 1080p.
