The following is off of the Comcast web page (they bought AT&T, so that has to do with Richmond).
High-Definition Television programming through AT&T Broadband and/or Comcast is currently available in communities in the following areas: Baltimore, Md.; Chicago, Ill.; Philadelphia, Pa.; Seattle, Wash.; and the Washington, D.C. metro area.
All of these markets are top 20 markets...Richmond/Petersburg is 59th....which is a mid sized market at best.
You've gotta figure that Comcast will hit as many of the big markets they can FIRST before hitting medium and small markets.
