On the one hand: When it asks about the 800 numbers to call for initial setup, it actually gets back answers for the US, Canada, the UK, Japan and Mexico. All of the lookup requests that are area-code-specific are also based on country.
On the other hand: there are lots of references to NTSC scattered throughout, and not any to PAL or SECAM. That may mean the hardware just can't tune/output the others, or they may be using "NTSC" as a sloppy shorthand for "legacy analog television signals". And, well, all the "on the one hand" items have been true for years, and they haven't follwed up on it yet.
