input sensitivity as 3.2 mV. Do you think this out-of-context spec for an amplifier or a preamp? It is from my stereo's specs.

3.2mv sounds like the sensitivity for the phono input. Phono inputs are different in a number of ways than standard line inputs. Don't use phono inputs for CD players etc.
