Strange in game HDR Calibration on Mass Effect Legendary Edition between Monitors and 4K TVs

I have now played ME:LE on 2 4K HDR monitors and 2 4K TVs and while the HDR brightness calibration were pretty dead on for the monitors. They are way off on both TV and results in dark images.

Acer CG437K HDR 1000 monitor. HDR Contrast +1, HDR Brightness 1000

Aorus FV43U HDR 1000 monitor HDR Contrast 0, HDR Brightness 1000

The 2 setting are pretty much dead on to the monitor spec and the image in game looks great.

The HDR Brightness calibration will act strange on both 4K TVs. I think the local dimming is affecting the calibration resulting in HDR brightness settings way above the unit spec and a much darker image while in game.

Samsung Q90T HDR peak brightness is 1400 cd/m2. Under HDR Brightness calibration. The N7 logo will not disappear until setting is at 5300 which results in a much darker image in game. Setting HDR Brightness to 1400 results in a normal image (compared to the same image on either one of the monitors).

Vizio M437-G0 HDR peak brightness is only rated at 450 cd/m2, Under HDR Brightness calibration, The N7 logo will not disappear until setting is at 2300 which results in a much darker image in game. Setting HDR Brightness to 450 results in a normal image (compared to the same image on either one of the monitors).

I think the local dimming is affecting the calibration so users might want to turn off their local dimming while doing the calibration or just look up the peak HDR brightness of their TV and just set it as the HDR Brightness despite the N7 logo still being visible. This is the first HDR game I tried on the Q90T so is this normal?
