I understand that the compression of streaming services results in reduced quality over physical media. My question is, with the ability to download movies etc on Netflix, Amazon etc temporarily and replay, thus not actually streaming, is the quality any better? Is it forced to use the same compression?

The quality is no better on the download, than the streamed version. In fact for most services, the maximum download quality is actually worse than the maximum streamed quality.
