I have a choice of either a downward or front/forrward firing 10" subwoofer. used for movies and music. Cutoff at around 60-80hz (still tweaking).

which will bother the neighbours less as i dont want complaints! i live in an apartment with neighbours left, right, above and below

Bass is omnidirectional, it wont matter.

Like jay1 stated, the orientation of the driver will have little to no effect on the bass being transmitted through your walls and floors. You may want to look at an isolation platform such as the Auralex Gramma to help but the best bet is to be conscious of the levels you are listening at.
