On my 5.1 setup, should L AND R surround be pointing each other directly or tilted down a bit to listening position? Also my front speakers (cabinet speakers) are already 1/2 height to the ceiling, should my surrounds be same or even higher?

Front mains tweeter's should be at about ear level. As far as surrounds go, monopoles should be positioned at the same tweeter ear height. If surround's are dipole's then they should be positioned high up on the side walls with front facing front and rear facing rear at approximately center of speaker to the ear line to place you in the null.

They're monopoles.
