What allows a speaker response curve to be much flatter than it's impedance curve around the point of resonance?

I would take a guess that while impedance is high at resonance, it's offset by the cone moving more easily at resonance?

Your answer is correct, but you have to also take into account that the enclosure has the most to do with it. Try downloading some speaker design software like winisd and do a standard sealed box with any of the provided specs. Now with the same driver try it in a ported box. The impedance will change (there is an option to view the impedance). Change the size of the enclosures and the impedance will change too.
