I have a new HD TV (a toshiba 34HDX82) and a progressive scan DVD

(Panasonic RP82). Both devices have a 3:2:2 feature. What is the

impact of using both? Which is better to use? Specifically when

playing a Film Based 480P DVD, what happens when:

1) The DVD is set to "Film" AND the TV is set to "Film"?

2) The DVD is set to "Video" AND the TV is set to "Film"?

3) The DVD is set to "Film" AND the TV is set to "Video"?

The TV's 3:2 pulldown (FILM) mode only operates with an interlaced 480i input. It will be bypassed even if enabled for a progressive DVD (480p) input signal. So just leave the TV at FILM and forget about it. Use the DVD player in progressive (FILM) mode.
