ProjectX. Or HDTV2MPEG2 does work under Wine.
I can barely make ProjectX function, i.e, the interface is bizarre to me.

I'll probably try to figure-out Wine.
The ProjectX UI is a big mess (IMHO) but the app itself seems to do a fair job... run it from the command-line:

java -jar px.jar -out -tom2p

omit the '-tom2p' option to split the audio and video for later remuxing.

will convert into an MPG file suitable for futher processing/transcoding with ffmpeg or something else.

You can also call in cutlists, etc. from the command-line.

I tried to use ProjectX (whatever the most recent version was a couple weeks ago) to convert a high-def MPG to TS, and afterwards my MyHD card wouldn't play the file; it could play the orig MPG but I wanted it back in 'native' TS format.
I just discovered 'avidemux'. It was mentioned on Doom9 and now I see that it's already installed on my Ubuntu setup. I'm not sure if it does any TS editing but it does open them and identify the MPEG and AC3 contents, which is more than any of the video players seem to do.

I've never used it to go the other way, sorry.
