I am getting Comcast digital cable. I want to be able to watch and record. Do i get the WinTV PVR 250 or the WinTV D. I assume that i will have to use the tuner i get from comcast and not the one built into the WinTV card.

If you did an easy search you would get all the info you would need on this. There are no tuners that can take digital cable. You will be able to record the analog channels up to channel 125 with most tuners. If you want further detail I suggest you search this forum.
