We have an owned and operated UPN station and Comcast tells me that it is corporate that is negotiating and they don't have much hope we'll see that one soon.

This is no longer the case. UPN's corporate parent Viacom & Comcast have recently signed a long term agreement for carriage of Viacom properties.
Having said that, the agreement allows Comcast to wait until UPN ramps up HD programming, before digital carriage is implemented. Expect to see this happen in the near future.
