Vertical and Horizontal Picture Adjustment - Insignia NS-LCD42HD-09

I have an Insignia NS-LCD42HD-09 TV connected to a Time Warner HD box via HDMI Cable. The problem we're experiencing is on the lower channels (not HD) where the picture appears to require an upward (vertical)adjustment - too much space on the top of the screen, picture falls below the bottom of the screen. In additon, in the open space at the top of the screen (ourside the picture area) we see dotted flashing white spaces. I looked everwhere for a verital or horizonal adjustment using Insignia's menu options and can't find anything. Any Advice?

There should be a control on the TV and/or the cable box for picture format (4:3, 16:9, wide, etc.). Try playing with those.
Carl, thanks for your advice however we did look at controls on the TV and the Cable box. We can certainly change the aspect ratio however the white lines area still appears on the top of the screen. What I really need is what was available on the old tube type TVs and that's a vert and horz adjustment. Can't seem to find that type adjustment for the TV or Box.

There isn't any adjustment because it's not normally required, since the new TVs are digital and the picture location is determined by the digital signal. Don't understand why yours seems to be off. Can you try another TV?
