I found two movies that I like at the Walmart $5.50 DVD bin, "Private Benjamin" and "Wall Street". The PQ on Private Benjamin is quite bad, kind of like VHS. Just wondering do they release different version of DVD on the same title, low transfer quality for low price and high transfer quality for higher price? I haven't opened "Wall Street" yet, I might just return it if it is low quality too.

Nope. Sometimes they have newer, better transfer releases, but those are normally just older releases. Quite often, older releases had bad PQ because the studio had no idea what they were doing or just did not care and wanted it on DVD. (Example of the former is Titanic in its non-Anamorphic, pathetic state.) One example of a title in the bin that has been rereleased with better PQ is Johnny Mnemonic. It has a SuperBit edition. (I don't know why, and regret the $5.50 I spent on it at Wal-Mart. Ice-T can kiss my @zz! And Keanu, come on!)

But how do you know how many releases there are for an old movie, and if they are good or not? Is there a place I can check (DVD quality, not the movie itself)?

In general you need to look at the date of the dvd itself. Sometimes it is on the back of the box. In general 5.00 bin dvd's are blowouts of old(old) dvd's I got one once, it was "Air Force One" the worst picture quality ever. I threw it out.
