One of the remotes works fine, when on "Cable," it controls the cable box, but when you change the volume up or down, it automatically jumps to controlling the TVs volume (how we want it, as the cable box volume controls nothing).


The other identical remote, for an identical cable box, in another room - the volume button doesn't switch to changing the volume on the TV. It changes the cable box audio which does nothing for us.


It's funny because both remotes are identical, both DVRs are identical, and the TVs in both rooms are the same brand (Panasonic). I've even made sure to program the remotes again.


Any thoughts?

The remotes are programmed differently. You have to set up the second remote to 'Volume Lock' for the TV, not the cable box.
