Status update: I pulled the trigger on the Jamo set this afternoon for $350 and unfortunately shipping wasnt free but it was only $6.00 so all in all $356 for that set seems like a good deal.
They are already listed as shipped, so I will update again once I receive them and get them setup.
Ok first off, you can see the system I had previously, and even though this Jamo setup isnt top of the line, neither is my pioneer receiver, this already sounds head and shoulders better than the HTIB i had before. It's certainly missing a bit on the low end of the frequency spectrum, but that's what the sub is for, more on that later.
Keep in mind, I'm obviously no audiophile but the biggest difference I noticed was that I could actually hear voices clearly, the system was almost a bit too strong on the high end but I honestly think that's just because I'd been listening to the HTIB for the last 5 years. being able to hear what people are saying without having to crank the stereo to obscene volumes is a welcome change.
The next thing i noticed, and this certainly has to be due to an actual dedicated receiver as opposed to the HTIB DVD player/receiver i had previously, but the surround sound was actually noticeable in different zones. I could hear some surround before but it was more of a left or right difference and the surround speakers were just ambient noise, now i can actually hear footsteps come up from behind me on my left and go all the around (assuming the video on screen matches those actions).
I also tested it out for a very limited amoutn of time listening to music and it sounded pretty good, but when it comes to music, i just want something that will play sound when people are over, so i wouldnt trust my judgement in regards to music quality/clarity/accuracy. It went loud, and didnt distort so thats mainly what i was looking for.

After much research....mostly on this site, I came across myriad of comparisons/reviews and many of them mentioned the Lava LSP12 for budget minded individuals and they stated it was around $340 USD but I've found that they have lowered the price and after reading the loooong thread here:
http://www.avsforum.com/t/1275777/lava-subs/1350
i've decided to pick up one of these as they fit the budget.
Worst case scenario, they arent powerful enough for my 3500 cubic feet of space in the basement and I could either order a second or send it back with their 30-day return policy.....sounds like a no brainer to me, but feel free to chime in if you know of a better sub for $170
So I ended up buying the LavaSubs LSP12 but they couldnt honor the $170 with free shipping since I live in Canada, so we worked out a deal with shipping and duty included for less than $300, so i know that puts me over budget, but I figutred it was a deal I couldn't pass up.
The sub was louder than expected, especially since my basement room is so large, i thought i might have trouble hearing the bass, but the sub blended in nicely with the rest of the system.
When i set the Auto configure option on my receiver, it set the subwoofer to -8db eventhough i only had the gain half way.
All in all, for right around $600 not including the receiver, I am very happy with the system and would reccommend this setup to anyone with a very limited budget.
The only thing that made me angry is the next day, i found the same set online for $250 plus tax and shipping, so it would have worked out to be about the same, but Best Buy also put the "Energy" version of these speakers on sale for $300, so again it would have been about the same but I wouldnt have had to wait for shipping.
