What are the differences between lcd tvs and monitors? (The actual glass panels.)

Are there any differences between the panels used in lcd monitors and tvs? Are the ones used in tvs somehow optimized for video? I know that most monitors with response times of 16ms or less are 6 bit. Does the same hold true for tvs?
