What is Quality of Capture comparable to?

just wondering on the best setting, when you extract the video to pc, is the quality better then SHVS? Is it like watching regular tv or not that good? Wondering about the 4000 if i should get it or not, depends on the quality. To improve quality could i put the cable or dss signal into my computer, use dscaler then output it to the replay 4000? thanks
