It's a special type of IC puller. The type of IC is called a PLCC. Ask for a PLCC chip puller from an electronics store. Don't try to pry it out using a small screwdriver. You will likely break the corners of the plastic socket.
I'd love to see the dumb blank stare of the Radio Shack answer man when you ask him that question. I think Radio Shack will have it. Actually I have seen my video tech pull out that chip in the field by carefully prying it out with a screw driver.
