Is there a ruling on if and when TV manfacturers can build ATSC only products??? What happens to the thousands of small analog headends in hotels, hospitals, MDU's etc if and when analog TVs are no longer available ???

I suspect it will be many years before US TVs no longer have NTSC tuners since the cable compaines will continue to supply analog channels in NTSC format. AFAIK the STBs for obtaining ATSC sgnals will have S-Video and Composite outputs which should also support old TVs for years.

The rule is that by March 31st all reception devices that have analog tuners must also have digital ATSC tuners as well. There are no rules that state when NTSC tuners are to be discontinued in reception devices as there is no rule that states reception devices must have cable digital QAM tuners either but just about everything that has an ATSC tuner in it has a QAM tuner as well.
