Nuked and paved my way into a dual boot ME/XP HTPC computer now and am reloading software. Where can I get the latest (stable) Dscaler alpha?

Depends what you mean by "stable". The download link on the dscaler site currently has the 4.0.1. There is a dscaler list only release. You'll have ot go to the sourceforge page and find the link in the discussion list. I don't think they really want it posted here.
