In all likelihood, it won't matter. If you want to feel good about it, go ahead and buy a 1.3b cable (There's not much of a price difference at monoprice), but unless your cable box is implementing some really unusual new features you can use ANY HDMI cable without a problem.

I could be wrong but I think the 1.3 just means that they pass a certification test to be called 1.3. Don't know if they are actually built differently than the 1.1s or not. What does 1.3b have that makes it different than 1.3a?

From a cabling standpoint, nothing. You are also correct that for cables with standard HDMI connectors, the biggest difference is the level to which the design has been tested - not the actual construction.
