You can get the system installed with just the vista upgrade dvd. Google for 'vista upgrade trick' for details, but you basically install vista without a cd key and then reinstall it using the cd key.
ebay or craigslist would be my suggestions for getting a cheap copy of xp so that you're complying with Vista's upgrade license.
