I'm trying to find an easy way to watch recorded tv on my 2008R2 server. I tried converting to dvr-ms on my wim7 machine but TMT3 still can't play it. Is there any player that will play wtv or a codec or something?
.wtv? convert to format for TMT3

You could use DVRMSToolbox + ShowAnalyzer. This would convert the wtv to dvrms finally to MPEG which you should be able to play back.
