XS955 Tuner Question

I've been trying to pick up a VHF channel using a folded dipole antenna. As I was playing around with direction last night, I found I could only get the signal to max out at 41%. I tried a couple other VHF channels and got the same max out of 41%. I found it kind of odd to get that same number so I was curious if that has any signifcance? I wasn't getting an db level so I'm guessing I wasn't even pulling in the signal, but I'm not really too clear on what all the numbers actually mean on the diagnostic menu.

I can get the best TV reception with an indoor Radio Shack double di-pole UHF antenna selling for $14.

I can get up to 98% with the UHF antenna. That number depends on how close you are to the transmitting tower.


With HDTV TV, you only need a signal slightly above 30% to get a perfect picture (at least that is the threshold number on my Sony TV) because HDTV are transmitted by using binary numbers (i.e. 1 or 0), so you don't need a strong signal to have a perfect picture.
I just don't understand why I max out at 41% yet never even get a hint of picture and/or sound. I tried pulling in an analog version of the two channels I'm trying to get and I get a snowy picture of those, but clear enough that I can see what's going on easily. I don't remember seeing a listing of what everything in the diagnostics menu means, does anybody know?
